1. The teen WAS physically subdued, permanently.
2. The implication is that it could have been less so.
The only way to know that would have been to put the officer in additional danger.
We know, at the very least, the teen had JUST committed a crime and was stopped by an officer. An immediate struggle ensued leading to shots fired IN THE CAR.
This didn't occur in a vacuum.
