I served 20 years as a Department of Army civilian during which I managed DoD construction projects in Germany for 8 years and consulted on troubled DoD construction projects all over the world from Korea to Japan to Belgium to Panama to the Netherlands to Belgium to Turkey to the Aleutian Islands. In that capacity, I commanded numerous military officers (all Army Captains, FWIW) and wrote my share of OER's for them. I briefed generals in the Pentagon and at HQ USAREUR and personally escorted SecDef Caspar Weinberger through facilities whose construction I managed in the Fulda Gap.
