Of course, it would be naive to believe these things don't, can't happen. That's not the point The point is to recognize that they will always happen and that, unless they're exposed, we will be giving our tacit acceptance of the erosion of our civil liberties. Sooner or later, our constitution and our laws would become "quaint" and anachronistic. We would, in any meaningful sense, have no rights.
As George W. Bush is supposed to have said, the Constitution is "just a god-damned piece of paper."
