The ACA isn't one size fits all. It has four levels of coverage. What it does do is set forth minimum requirements for plans such that consumers can make apples-to-apples comparisons between plans offered by different companies.
The contraception debate is a red herring. Some Catholic groups squawked and the GOP jumped all over it as they were willing to carry the water of anyone who complained.
