That is true but they were Inspired by Inspire. Inspire speaks directly to the notion of small independent operatives waging an internal grassroot war. The tactical change was because of the difficulty of large scale attacks after the heightened security after 9/11. Large attacks require precursor chemicals in qualtities that are somewhat difficult to obtain without being suspicious. Primary explosive manufacture without a proper lab is not very safe and you need some minimal quantity to make your secondary detonate.
