I've checked, using the Firefox "Find" text tool and I don't see those words in the Executive Order. For that matter they don't come up in the NY Times article or the Presidential Memorandum. Frankly, unless they're in the actual order, it isn't of the slightest importance.

As to the Health Care bill, you do know that the House and Senate
wrote their respective bills, don't you? So, they don't know what they wrote? I'm sure that few if any Republicans wasted a second reading them, however, since they never intended to vote for any kind of health care bill - or for that matter
any kind of Democratic bill.
