There has been an informal guideline in counting absentee ballots that, if the race is not even close, and there aren't enough absentee ballots to make a difference in the outcome, then, those ballots are not counted....in some areas.
But, having worked on election night with those ballots that come in, including counting the absentee ballots, and being one of the people to sort and count, I can tell you that the voting booth is not the only place one has to worry about voter fraud. A common practice (at least in the district I worked in) was, when coming across paper ballots that had areas that were not marked, the hired help would fill in the missing areas voting for their preferences.
With the electronic voting, I'm sure that practice has discontinued, but, I'm not so sure electronic voting can't be manipulated internally either.......
