If we started now with the simple things we can do now. Like requiring all new homes and businesses to have solar panels for hot water when applicable. Harder would be the requirement of an ever increasing percentage of vehicles goes to hybrid or full electric. Things like a taxi or buses could be done if we put our minds to it.
A country that gets off the oil fix will then be able to tell the Princes to go and FK themselves. Wars for oil and water if not already will be fought for in the future.
