The title of the report is "Federal Spending Received Per Dollar of Taxes Paid by State, 2005" but I guess, like the August 6th PDB "Bin Laden Determined To Strike In U.S.", it doesn't really mean what it says it means.
What it shows is federal taxes paid on a per-state basis versus federal dollars received. In other words, to take New Mexico, the first/worst on the list, they receive $2.03 from the Feds for every dollar paid in federal taxes. By comparison, the states you accuse of being the "historically" the worst are as follows:
Maryland, 18th, receives $1.30 for every dollar it contributes and Virginia, 10th, receives $1.51 for every dollar of federal tax. DC receives a ton, $5.55, but that's a special case since it's a federal district, a creature of government, and has no industrial tax base to speak of.
And... my adopted state of California, 43rd, receives a mere $0.78 for every dollar of taxes we pay in.
