One does not have to go to France if what one is looking for is bare breasts on a beach. In fact the vast majority of US states have adopted laws making it illegal to arrest women for taking their shirts off where it is generally acceptable for men to have their shirts off. It's the municipal authorities that tend to have this sick puritanical streak. Decades ago when I frequented Oak St. Beach in Chicago...we'd have the occasional young hippie chick face down on the beach on her with her top off, rolling over on her back. The Chicago PD Beach Patrol cops on their Harley trikes up on the concrete walkway enjoyed it as much as the rest of us and rarely bothered with it. It was no big deal. Of course that was back in the women's movement days, which seem so long gone now. I loved those days.
