Of course. His PR managers negotiated just how much he would give. Probably not that much. There are other schools, after all.

Colleges and universities hand out honorary degrees all the time. They don't mean anything, really, just a symbolic gesture in acknowledgement of something or other. Sometimes it's for achievements in a given field or maybe just for giving the school a pile of cash.

I really don't see the problem here unless it's just that you don't like the recipient.

I would like to ensure that he paid dearly for it, considering it is the Chicago Art Institute. But I don't consider him an artist but YMMV.
