So states could theoretically require passports for proof of citizenship when registering voters?
That is my take.

I thought Republicans were against big government overreach? Perhaps big government is ok when trying to block people of color from voting.

The discriminator of what is permissible under civil rights laws isn't just overt acts of racism. It also includes actions that disproportionately impact a certain class of people, whether they intended to do so or not.

It's racist to have laws/rules that deliberately put a group of people at a distinct disadvantage to exercise their voting rights.
