This might torque some folks but, were the statutes of limitations not long since over, I'd charge these people.

Why?

You commit a criminal act for the good of The People (whoever they are) willing to pay the price for having done it. That's what makes it righteous.

The guards must always be guarded. They can justify anything, to themselves....
