Early in the article it says "$24 million in surplus funds".
Later, they say it's fees paid when people buy guns.

So, how long have they been collecting fees on gun transactions without the money being earmarked for anything? Maybe there wouldn't be such a backlog if they had designated how to spend this money at the same time they decided to levy the fees. In the mean time, felons and crazies still got their guns. Nice job CA!

This legislation is for the purpose of getting illegally owned guns out if the hands of felons and mentally incompetent.
Since every single illegally owed gun that is currently in the hands of felons and the mentally incompetent started out as a legally owned gun... I really don't have a problem with gun owners bearing the cost through the fees they are required to pay.

I don't have a problem with it either. I just don't understand why the money has been sitting there while the backlog grows to 20,000 known guns in the hands of those who shouldn't have them. This isn't much different than the guy that left the loaded gun for the 4 year old to pick up. It's negligence on the part of the state to let the backlog build up while transaction fees built up without being earmarked before now.

Legislation requires constituent support. My guess is that the time was finally ripe for that support.

Without total background checks being required all guns are "legally" owned.

"Mentally Incompetent"
Who makes the determination that someone has a mental illness, or could have mental problems?
Will it go before a Judge?
What about veterans with PTSD?
Will your guns be taken away just because you use or have used anti-depressant?

"Felons"
If we put dangerous felons in jail how can they have access to guns?

In the end this is just another feel-good bill that will turn into do-nothing law. Don't we have enough of them already :mad:

You are probably right so the only solution is to repeal the 2nd and round up all but hunting rifles and shotguns.:rolleyes:

I wouldn't mind mental health based bans, but you know they'll expand it, and before you know it, wanting a gun will mean you have a mental issue.

Do nothing laws make folks happy - SOMETHING MUST BE DONE.
