Two masks, one face
 
This article sums it up quite nicely IMO.

But there is only a single face behind both masks: the face of raw corporatism, greed and yearning for power and empire.

I guess your assertion may be true when your standard of comparison for good governance is Fidel Castro. Otherwise, it's BS.
