However, it's true. As C-in-C of the U.S. military, he doesn't really need congressional approval unless it's an official declaration of war. This is an ongoing conflict.

Going to confer with Congress is a smart tactic. Congress is too frightened to take a stand on anything meaningful, particularly if involves conferring with that evil Obama. They prefer to demagogue and posture around issues, but won't do anything that may involve taking future accountability for a tough decision.
