Friend of a friend was struck on his bike by an unapologetic woman applying makeup and was permanently maimed/disabled.

Gun ownership is a priviledge and if you don't want to fill out the paperwork in triplicate then you won't have the equipment necessary to shoot a Sea Lion pup in the face just for fun...or shoot twenty 6 year olds in the head just for spite. WTF indeed.

In this case, the proposition, I believe, can be stated as 'a person who drives inattentively because they are trying to carefully put makeup on their face a killer, if they hit and kill someone.'

For some motivation that I have to believe was based on cranky disrespect for the other poster, you then said "so everyone who takes their eyes off the road for one second is a killer?"

I suggest shit like that is grounds for cranky disrespect of you, ol' bean. :)
