It makes sense to put research labs that other people do not want in their back yard in a country that will take them because it really needs the $$$. Or, maybe it makes sense to put anti-biowarfare labs in a country that borders Russia. The suggestion that these are offensive bioweapon factories is not demonstrated as far as I know....

BTW, 'International Radio France' might be a golden source, or it might be totally owned by Russian money. I don't know. You can't tell just from the name....
