I do not know. In many cases it depends on the need for that persons Naval Enlisted Classification (Job). Those in an overmanned skill that is not as necessary as another skill face a more difficult time making E-6. Conversely those in a skill deemed necessary may have an easier time making it. Especially if there is shortage in that rating.
but it is possible.....most of my contemporaries have made e-6 and e-7
in short if a computer cannot do the job the better chance you may be able to stay in the military for 20 years but there are many other variables.
Many of the paperwork and admin jobs (i.e. payroll, what would be considered human resource jobs, etc) have been eliminated.
