what I don't understand is what she was doing in jail 3 days after being arrested for yielding right of way to a police car?

Well, we can discuss a variety of reasons -- and perhaps disagree -- about whether she should have been in jail on a 72 hour hold.

But the direct response to your query is that her family decided to not post $500 bond for her release.

Of course not. As Zeke would say..."Oh please!"

But the cigarette is actually the most important issue in the stop. Because the moment that Encina began his exhortation for Bland to put her cigarette out was the moment that he violated her 4th Amendment rights to no detention without cause. He had already completed his duties related to the cause for the stop and any further detention is a violation. Any reasonable jury will see immediately that Encina was simply miffed that Bland was being so pissy with him. That is not cause for a 4th Amendment violation.

Well, she clearly "smokes."

As for her Amendment rights, not a one was violated. The stop ends when the search ends, the search ends when you run out of quantifiable reasons to continue it.

There were any number of potential reasons to continue observation, including asking her to remove what could be used as a weapon and step out of the car.
