I suggest you read the VOX article carefully, with an open mind. They quote many named individuals who are in a position to know things, and provide many links. You might want to check out some of the links.

I only claimed "lots," so a few examples seems to do it. But maybe you don't think I've shown "lots." You might consider this study (again, linked to by VOX.) This academic paper found 40% of officers were discriminating against minorities in speeding enforcement.
