The cause of the change in weather, not surprisingly, is David Duke, the former Ku Klux Klan wizard whose racist and anti-Semitic beliefs have made him the bete blanche of state politics. Most Republican politicians want nothing to do with him, so it came as a surprise last month when Mr. Duke told a grand jury that during the 1995 governor's race Mr. Foster had secretly bought his list of contributors and supporters.

What was even more remarkable was the size of the payment Mr. Foster had made to Mr. Duke: $150,000 for a list of 80,000 names, most of which were availble for just a few hundred dollars at the state Ethics Board for anyone who wanted to find out who had contributed to Mr. Duke's various unsuccessful campaigns. This amount so far exceeded the standard rate for a mailing list that most people assumed Mr. Foster had actually paid Mr. Duke to stay out of the 1995 race and endorse him, which is one of the subjects the Federal grand jury appears to be investigating.

The grand jury could indict Mr. Duke for failing to report the payment on his income tax -- a charge that Mr. Duke says he expects -- and the Ethics Board is looking into whether the Governor violated any campaign-finance laws.
