This was a mob scene. Mobs can go in weird unrestrained directions. This one did. Pheromones in the air are involved, I speculate.

This was happenstance of those particular individuals at that particular place at that particular time. An isolated incident, in other words. Though I'm sure any individuals involved who can be identified will be investigated closely, which is fine.

On February, 8th, there will be about 250000 people in the Cologne streets, celebrating carinval. But despite the huge number of people, the event may be less be threatened by violators because it is an event at daylight.
