Kinda. She went into office in a special election when Napolitano went to head DHS. Accordingly, some believed that her first non-full term might not count toward the term limit, though this issue wasn't settled.

My sister is probably elated....and watching my brother-in-law cry. He's a conservative pastor and she's a liberal attorney. I think the only thing they have in common is my niece.
