This is another example of how much petty partisanship has taken over public service. Usually one selected for an honor such as this has made contributions to public life that can be recognized by people all along the ideological spectrum. Here, because the GOP is on control of the MO legislature, they have selected one of the most partisan and divisive public figures available.
The induction is Limbaugh is quite the "in your face move" that is sure to invite similar actions when the worm turns. I don't know if any of you have seen the movie "Her Majesty, Mrs. Brown." Dame Judy Dench played Queen Victoria in the story of the queen's close (apparently platonic) relationship with a commoner. The relationship was such that she had a bust of him made. The resentment of him by others inside the royal family is reflected in the opening scene of the movie when we see a bust come crashing to the ground from the castle tower. When I saw the photo of his bulbousness with his bust, that is the image that crossed my mind.
