Art 1 Section 10 prohibits the states from "Laws impairing the Obligation of Contracts"

The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people.
So the power of "Law impairing the Obligation of Contracts" is within the scope of the feds, yes?
