Yes, it's true but I think you have to sign up for the update for that to happen. It's supposed to let you decide when to install but sometimes it takes matters into its own hands.
The best way to avoid it is to decline the invitation and also set Windows Update to allow you to choose which updates to install and DON'T install KB 3035583 or, if it's already installed, remove it.
Windows 10 is serious spyware and, sooner or later, everyone using "Wintel" machines is going to have to decide whether to accept that situation or go open source because, sooner or later, you can figure on Apple going the same way as MS.
