No, a soldier will wax the armed fellow long before he has a chance to fire an effective shot. I take it you've seen drone footage of armed insurgents getting blown up while walking with their guns slung over their shoulders.

It's not supposed to be a fair fight. Soldiers don't "approach a man", armed or otherwise, if they're deemed a target. Back in my day, thanks to an AT&T commercial, we used the term "reach out and touch someone" to describe engaging a target. The idea is to take them out before they even know you're there.

Finn's example of the drone hits is a perfect example.

Can we for God's sake dispense with this silly-ass notion that an armed citizenry is any kind of counter balance to the collective might of the government of the United States of America? If that's your rationale for clinging to your precious dimension-enhancing firearm then you are truly dillusional.
