With the weaponry that the government has at its disposal, there is indeed no difference. Besides, don't you on the Right insist that it's people who kill people and not guns and that the recent stabbings in China show that knives are as dangerous as guns? It follows that a citizenry armed with kitchen knives will be as effective against a rogue government as one armed with firearms. Actually, they will be equally effective (i.e., not at all).

For the vast majority of Americans, that's an accurate statement.

It is much more likely that John Q. will shoot his own foot than do anything worthwhile against an armed enemy.

For the most part, you are safer without a gun. You'll back away from a potentially dangerous situation, rather than going all Rambo on someone you (rightly or wrongly) perceive as dangerous.
