Notice that in these shootings, even when there IS a "good citizen with a gun" present when it starts; They run.
Why?
Because, oftentimes the attackers plan for it. Element of surprise, positioning, cover of darkness, range advantage, superior firepower................
You might as well be carrying a pacifier in that holster. Actually, I'd say that's all it is, anyways.

I read an account of a guy who was armed at the festival and considered pulling out his weapon. Not knowing where the shooting was coming from, he was concerned that if he had his weapon out, law enforcement might think he was the bad guy and take him out.

The 2nd Amendment has become a crappy religion to feed cash to the arms industry without regard to the glut of poorly accounted arms and the consequent casualties.

LAS VEGAS, October 1, 2017- The Worst Mass Shooting in American History? Hmmm…
THE COLFAX MASSACRE, April 13, 1873, in Colfax, Louisiana, 150 black men were shot to death by a white militia.
WOUNDED KNEE, December 29, 1890, 300 Lakota men, women, and children shot and killed by the U.S. Cavalry.
EAST ST. LOUIS, July 1917, a mob of 1000 white men shot 100+ African-Americans. The National Guard that was called in to stop the carnage, joined in.
TULSA RACE RIOT, June 1, 1921, a white mob attacked a wealthy black neighborhood. The local police armed the mob who shot 300 black people.

Interesting idea, but I don't like it, because it throws the details to the States instead of establishing coherent Federally uniform enforceable standards.

During an interview with the attorney representing the victims of the Las Vegas massacre, Rep. Scott Perry (R-PA) falsely claimed on Fox News Thursday that ISIS was responsible for the mass shooting.
Appearing on Fox News’ “Tucker Carlson Tonight,” Perry said he had “credible evidence” that he believes links the shooting, which left 50-plus people dead, to “potential terrorist infiltration through the south border..."
“Let’s face it. ISIS twice before the attack warned the United States that they would attack Las Vegas, I think in June and August and then after the attack, claimed responsibility four times,” he said. “I smell a rat, like a lot of Americans. Nothing’s adding up. It’s been four months. The man is dead, they said he’s a lone gunman, lone shooter, yet we can’t get the autopsy results.”
The local coroner actually released the results of Paddocks autopsy in December.
