He knew that I was not local since no license, my attire, my English accent and the fact that I did not speak Hindi like a native, not to mention blowing an amber light. This is why I called him a great salesman, he saw a great opportunity and saved me a few thousand rupees.

Thanks, it was just that. I often say that the difference between India and the US is the respect for the law. In India, one can bribe ones way out of most any violation but they are changing by eliminating the middle man.
