The store tape is at 11:53 and the altercation happened right around noon. If we say merely five minutes elapsed, that's plenty of time for a call, description, and for an officer to drive anywhere in a three mile radius.

That sign is used by lots of people, rappers, gangster, and jillions of others, to mean various things. One meaning is "peace out." Do you have some, like, evidence that 1) there's a gang in Ferguson that uses that sign, and 2) Brown was involved in it?
