It certainly is trying to be. Authorities in Minneapolis are pleading with 'legitimate protestors' to stay home at night, so the provocateurs can be perused without confusion. In a first approximation, it's all going to depend on how bad the police are now. Too many are deep in reaction, too sympathetic to the right wing agents. The targeting of media is a bright red warning sign.
