No, it isn't.

The national government also is supposed to act in the best interests of the people, balancing national interests, global initiatives, and international mandates that help protect the environment. The EPA backs this, scientists do as well.

You're serious? Richard Branson, whose jets dump tons of carbon into the air daily with his airlines and trains? He's also heavily invested in the renewable power industry and its reliance on gov't funding. So no wonder he and some of his CEO buddies like Elon Musk are pissed. They're afraid that they might lose access to billions in gov't funding and their stock portfolios would take a dump as a result.
