I think the article tries to hard. Makes a big thing, paragraph after prargraph, over how Russian surveillance of Hillary should never have been attributed to 'Department K.' So, to mention one of a zillion possibilities, maybe 'Department K' was a cover name for the actual spooks?
There are always many layers to these onions.
