One recants when one says 'I was wrong, I now agree with your position.' The on-air hosts referred to at the beginning of the piece 'recounted,' they didnn't 'breathlessly recant.' That word 'recant' there was a typo, or a malapropism, or a freudian slip reflecting the authors view that they should recant.

I think the article tries to hard. Makes a big thing, paragraph after prargraph, over how Russian surveillance of Hillary should never have been attributed to 'Department K.' So, to mention one of a zillion possibilities, maybe 'Department K' was a cover name for the actual spooks?

There are always many layers to these onions.
