Thanks, somehow it did not come out as I meant to. Too nervous with my appointment with TSA this morning, but I made it through OK.

Yes, it only says 'very substantial,' not 'supreme.' And they don't quite say that they intend to take action against questioning, that idea is just strongly implied. Strongly enough that it doesn't take a virus to catch it....

The President does indeed have subtantial powers to protect the country, including being our military's supreme commander. Miller saying that it "will not be questioned" is political rhetoric. You don't actually think he isn't aware it would be?
