A man who is a wonderful husband and father, except when beats his wife now and then, is an 'enemy' one might say. A hostile act is not cancelled by any number of non-hostile ones.

Friends commit hostile acts which doesn't keep them from being friends. However we're talking about nations, not individuals.

I'm not sure that word 'friend' means what you think it means.

We are talking about covert hostility between nations. No overt break in relations, but the 'attack' occurs nonetheless. If nation A covertly assassinates the head-of-state of nation B, that would still be an act of war by traditional stanbards, even though normal relations continue unless and until the attack is detected and proved....

So you're equating what the indicted Russians did to assassinating President Obama.

Enjoyed your typical not so subtle personal attack regarding friends. You've never had a fight with a friend and remained friends?

I'd say it wasn't so much a personal attack as a joke with a bit of a point on it. I'd be glad you enjoyed it if you did, but I feel you didn't.
