From what I know, states VA & NC are requiring to do so to get on the ballots for the Repub primary. Knowing Trump, he will be better off suing them than signing an agreement and then backing out to run as an independent, which I suspect he will. So this may be just a side show to keep him in the limelight. Or he may simply be negotiating.

The best thing he can do for this country is to run for President and lose.

Yeah, but Republicans NEVER lie or break their promises........even when they do. Therefore, these "penalty clauses" you speak of are not necessary. The pledge will be adhered to, even if he breaks every last promise made therein.
