That is a good question. What was Obama promising Russia as far as flexibility when he didn't have to worry about winning another election? He never has offered an explanation even though he ran a campaign on being the most transparent president this country has ever had.

They did try what was called the reset, however Putin's hubris makes any sort of agreement with Russia a simple waste of time. He is not going to live forever.
