Saying 'the American people are the system' is to rather ignore the baroque reality of the dance in DC between the elected and their moneyed suitors, with waves and smiles to the millions in the media-mediated gallery who gape at the pretty clothes and pay heed to gossip from their fav columnists.

But if you yearn for good honest government, I commend you to the progressive movement, always the bearers of the torch of reform. You'll never get to utopia, but improvements are possible from time to time.

I also think of the old aphorism about laws and sausages: it's doesn't do to inquire too closely into how either are made....

You did have me laughing at that. Sure maybe just a dream but better than being cynical that there is no better. Thats just un- American lacking the can do attitude.
