At AK the general rule is that public comments on moderation are not allowed. Obviously, we are not as strict here, but if we follow the spirit of that rule, we should not engage in a public celebration of a moderator's decision any more than we should publicly criticize it.

If you want to consider that as solicitation then one can make a case to this comment as well.
