Pete lives in Cleveland, which has a large Polish contingent; Cleveland is on one of the great lakes, and when a cold front comes over the lake, it brings lots and lots of snow; some people who do not drive well in the snow deserve some punishment, and Pete is willing to mete it out; the residents in that area got hammered with three feet of snow.

Ah, thanks for clearing that up for me. I got the wrong idea about some of that stuff. Here, if you say "someone got hammered" it means that they got extremely drunk

That is probably its primary meaning here too. Getting hit by a severe storm is another use of the phrase.
