It's a derogatory term, meant to ridicule the object (hat) the object and vilify the supposed proponent of the policy, (The POTUS).

The can propagate this type of silly misinformation, knowing it will be readily believed. Give the hats a name that alludes to homosexuality, attach the presidents name to it and the morons will have a ball with it. Is it true? Of course not. Will anyone who already hates the president care if it's true or not? Of course not.
