It begs the question, why can't governments cut costs of it's own staff?

I would imagine for the most part a government employee who has a stake in society...good wages, union and penison...might be better than a guard who is probably being low-balled on benefits at the very least by the privately run prisons.

I can't speak for Ohio but if you look in the parking lot at any government building here you will not see any expensive large cars.
