The question is, how long does the Southern region of the US want to continue being defined by a four year insurrection to defend slavery.

Funding those two organizations was an excellent political move by Obama at the end of his time in office.

Consider DHS's move a very small down payment to help defray the cost of the President's upcoming economic stimulus program.
