It's not a question of a policy of treating people poorly. It's a plain old lack of resources coupled with corruption.
Like other big formerly industrial cities, Baltimore has no tax base any more, no more steel mills, no more ship building, no more auto manufacturing and no more of the myriad small and medium size employers who served the big employers. Of course, this also means there are no more jobs so people need to look for alternatives. In the poorest communities this means crime, principally drugs.
In institutions like the Baltimore Detention Center and the Baltimore Police Department, the low to mid level employees are drawn from the same community and grew up learning the same lessons as the criminals who become their responsibility. It's not surprising then that many of them think the same way as the criminals do. That's why you get prison guards dealing drugs and contraband inside the jail or doing favors for incarcerated gang lords in exchange for money or cars or other payments. That's why you get cops who think they have immunity from the laws they're supposed to enforced and who victimize the people they're supposed to protect.

It's amazing how powerful organized crime is in this country...to me anyway. If I saw this in a movie, I would have thought it was ridiculous.
