Actually, Rajoo and Professor Storey have the same problem--applying political judgement to a disaster, as if political entities were experiencing it. It's people that are experiencing the disaster.

Sorry no, my comment was not political, rather technical/scientific. I had read this article earlier in the day and felt that the city and the state had to bear some responsibility, not for the hurricane but the aftermath. Flooding and the after effects were predictable.
