Not for long!

Some cadres were attached to NVA units. Some cadres weren't. Those attached to the NVA were largely under the control of the unit commanders. The ones that were on their own were just that. All of them did, however, receive assistance from the North in much the same way that we assisted the Mujaheddin in Afghanistan.
