Can anyone direct me to any budget any recent year that was specifically designed to reduce the deficit? And please don't direct me to Clinton - Era budgets that "balanced the budget" by increasing debt ratios.

That free drilling thingy must be another of Cheney's little gems when he invited all the energy providers into the White House to write the energy bill. Goes along with the Haliburton Loophole that states that gas drollers don't have to tell us what else besides water they are injecting to frak the shale.
