Hamilton's system, largely yes. Jefferson's system, emphatically no. A lot has happened in the intervening 250 years though in this forced marriage of two philosophies of governance.

Nowadays disinformation and its purveyors run one of the two major political parties. The other party is a coalition of disparate interest groups, minorities and the better educated, none of whom really have the upper hand this historically difficult-to-manage coalition.

Overtime the bankers have infiltrated and organized the system so that it operates to their rails irrespective of which party is in power.
When they were organizing they had to hide.
Now we have so many banks that are too big to fail.
Now the government is organized to support banks.
